Zhang Xiaodong suggested that Dalian, Qinhuangdao, Weihai, Qingdao, Shanghai, Suzhou, Ningbo, Xiamen, Shenzhen, Zhuhai, Guangzhou, as the first batch of cities, major waterfront cities such as Haikou took the lead in laying out hundreds of sailing characteristic schools. The main work contents include: each city chooses 10 primary schools, 5 secondary schools, 2 universities, naval colleges and marine maritime universities, and is named “school with Chinese sailing characteristics”; A certain number and proportion of students in schools with Chinese sailing characteristics are required to participate in sailing experience and learn to drive sailing independently; Each school with Chinese sailing characteristics establishes a school-level sailing fleet to participate in regular amateur training and competitions; organize the city-featured sailing school league and the National-featured sailing school league, and communicate with each sailing school in plus-sized; Open up the entrance channel from primary school to middle school and then to university for sailing schools with Chinese characteristics, contribute to the cultivation of marine professionals.
Zhang Xiaodong believes that the organizational layout at the national level is very important. It is suggested that the Ministry of Education and the State General Administration of Sports take the lead to coordinate relevant cities and form a “national sailing characteristic school work leading group”, coordinate and carry out the work, the Ministry of Education and the State Sports General Administration provide coordination, policy and technical support, and relevant cities provide venues, equipment, funds and policy support.
